Department Heads:
7:30 pm - Pursuant to RSA 91A:3 II (C) motion by Selectman Rainier to enter into a non-public session. Seconded by Selectman Brooks.
8:20 pm motion by Selectman Rainier to enter out of the non-public session and to further seal the minutes. Seconded by Selectman Brooks.
Decision: Selectmen want the keypad combination changed on the fire station before the end of next week.
Police Chief, Brian Giammarino –
· Chief Giammarino requested the Selectmen write a letter to Officer Foster regarding the desire to promote him, however he does need to work on passing the agility test before this promotion can take place.
· Seized funds go back to the department – RSA 318:B2 – $1,100.00 to the department? Administrative Assistant will ask Local Government Attorney about this.
· Requested permission to attend a SWAT school in Falmouth. The school is one week long, between the dates of October 31, 2005-November 4, 2005, accommodations are free, the school is $550.00, and however the Local Government Center may possibly pay $250.00 if the Chief applies for the grant. Chief would like to attend. A local Police Chief is looking to arrange a SWAT team for the area, will be meeting with local BOS and seeking support, this school would put Chief Giammarino in a good position to be involved with this. Selectmen support this and encourage him to attend this school providing the town will be covered while he is gone.
Appointments:
6:30 – Barn Preservation Easement Hearing – Jane O’Donnell – The hearing adjourned at 6:58 – Selectmen will discuss this amongst themselves, they will value the barn when the three selectmen can do it together. They will get back to Ms. O’Donnell within a week or so.
Jim Rice commented he thinks this barn is in good condition for its age, however with the windows not being authentic the selectmen need to consider if they want to accept this.
7:00 – Waste Water System - Mr. Ierlan asked if the stakes are going to be installed so they know when/where to dig? Selectmen discussed this and stated yes, everyone who will be required to hook-up will be notified in writing, they will also be provided a copy of the ordinance.
7:10 – Aaron Kullgren, BudCom Rep. – Mr. Kullgren discussed the BudCom met last night. He stated they had a very robust discussion for 2.5 hours, they spent time discussing how to assist the selectmen with the budget process. Part of the discussion that occurred between Bruce Dodge, Al Burtt & Aaron Kullgren was that selectmen appoint some residents who will be more active to the BudCom, they would like to see Myron Steere & Karen Day both be appointed. Karen Day would be to fill the vacancy of the person who did not run last year. Mr. Steere to be an alternate who would be more involved.
Selectmen instructed the Administrative Assistant to make appointments, Selectmen will then sign the appointments.
The BudCom will meet next week with a detailed calendar to work with the Selectmen and Dept. Heads.
Mr. Kullgren discussed that the budgets themselves come from quickbooks, can he download it to excel. Selectmen stated yes he can.
Discussion followed –
Aaron is excited that this committee will have a good dynamic to it. Will try to meet on Tues or Wed would like to see the Selectmen attend these meetings and be involved as much as possible.
6: 15 - Jim Rice - Discussed the statistical update with Selectmen – Mr. Rice explained the increase in assessment of approximately 43% puts the towns statistics in line with what is required by the state. 63 sales were used, vacant land as well as, improved properties were used for this update. The means ratio should be at 100%, median was 98%, the town COD is at 10% ( this figure is how far away assesments are from the average), all of these figures fall within the states requirement. Largest change is with land, land values have literally doubled since the reval in 2002. Building values have increased $15/sq. ft.
There were 18 vacant land sales used and 45 improved sites.
The update will put the Town of Greenfield statistically in line with the requirements from the State. This will exempt us from having the state demand a reval. The town portion of the tax rate should decrease significantly.
Motion by Selectman Brooks to accept the values for the statistical update as presented by Jim Rice of Avitar Associates of NE, Seconded by Selectman Rainier. Voted: Affirmatively
On – going matters:
Sewer Use Ordinance – Selectmen will review and discuss this at the next meeting when all three Selectmen are present.
Review Contract for Oak Park – Will be reviewed at a later date.
Church Lease – Michael Sparling had asked Administrative Assistant how Selectmen are coming with this? Selectman Rainier commented that once the sewer ordinance and Waste Water project is complete they will get back to working on this on a more regular basis.

LS & NM Repair reviewed recycle Truck – An invoice for $185.00 for inspection was submitted – Mr. Nickerson wouldn’t inspect the truck, he indicated it needs a steering box and other minor repairs. Selectmen will discuss this with Recycling Supervisor, Mr. Pelkey next week at the selectmen’s meeting.
McCanna Fund – Mr. Burtt presented a check from the McCanna Fund in the amount of $75.02 –
